The grant administered by the Department of Homeland Security was awarded to East Brandywine Fire Department, which worked cooperatively with Chester County Fire Services on the grant proposal. Chester County has agreed to pay $138,539 toward replacement of the regional public safety paging system to comply with the Federal Communications Commission's (FCC) narrowband mandate. The project will help ensure reliable coverage and capacity among regional, local, state, and federal first responders. "Enhancing communication capabilities during emergencies is critical to protecting our first responders and the communities they serve," Gerlach said. "Chester County Fire Services and County Emergency Services deserve a huge amount of credit for cooperating on a project that will help our volunteer first responders to continue providing excellent service and will benefit all of the residents and businesses in the County." Chester County's fire and Emergency Medical Services (EMS) protection is provided by 38 fire departments and 2 non-affiliated EMS organizations serving 73 municipalities. The 2,056 firefighters and EMS personnel, most of whom are volunteers, provide valuable emergency response to the County's 498,894 citizens, protecting their lives and properties. "Every volunteer in Chester County as well as the taxpayers will benefit in some way from this grant, "said East Brandywine Fire Company Chief Joseph Edwards. "East Brandywine Fire Company was very pleased to be asked to sponsor this grant and looks forward to the new paging system being implemented." It is only by this coordination and collaboration through a regional application that compliance and interoperability can be realized to serve and benefit a larger community, while also allowing greater purchasing power. The funding received from AFG will provide a substantial reduction in funds required to attain 100 percent implementation of the integrated countywide emergency communications plan. Specifically, the provided funding will be utilized to purchase pagers and accessories for use by first responders. The Chester County fire departments decided purchasing this communication equipment, so information and services can be exchanged directly and satisfactorily between users enabling them to operate effectively together, addresses both interoperability and compliance issues, and is a highly beneficial use of federal funds. Lieutenant Adam Edwards was scheduled to teach the class, however was unable to do so as a result of a HazMat call. Fortunately Adam's sister Firefighter Allison Edwards and QRS Captain Dan Ciarlone offered to take the lead in the Lieutenants absence. A short PowerPoint review was conducted and then the members moved outside for hands-on training. The group was divided into two teams and each team was required to hoist an axe, roof hook, saw, and 16' ladder. To build on Ladder training from last week the teams were required to use the 35' ground ladder to access the roof. Once all of the equipment was safely raised and lowered training was concluded. These include East Brandywine, Wallace, West Brandywine, Upper Uwchlan, West Nantmeal, and East Nantmeal Townships. As part of this Partnership, both entities will begin running emergency calls together and training on a formalized basis. Prior to this announcement, the companies have been working together on a less formalized basis. Some benefits of this new partnership will be increased personnel and apparatus responding on emergency calls, shorter response times, higher quality training programs, volume purchasing, and more uniformity and collaboration between the two organizations. Both organizations will maintain their own budgets, corporate officers, and line officers. Dual memberships will be made available to those individuals that would like to respond to calls from both stations. East Brandywine Fire Company operates out of one station at 2096 Bondsville Road in Guthriesville and has a Engine, Tanker, Ladder, Brush, Utility, QRS Unit, Fire Police Unit, and Duty Chief vehicle. Glen Moore Fire Company also operates out of one station at 578 Fairview Road in Glenmoore and has a Engine, Pumper-Tanker, Rescue Unit, TAC Unit, QRS Unit, Haz-Mat Containment Unit, and Duty Chief vehicle. Both companies recently have signed purchase agreements for similar Seagrave Pumper-Tankers that each will carry 2500 gallons of water to replace their aging tanker trucks. The topic of the evening was Vehicle Rescue Operations. Prior to going outside to practice techniques and skills, crew members and officers alike went over the basics and key elements of operating the hydraulic tools as well as the small handheld tools. On the first vehicle crews demonstrated, step by step, the different techniques that can be utilized during a rescue operation. A very systematic process has to be followed when removing a trapped patient from a vehicle. On the second vehicle, a victim was placed inside. The crews split into teams; one team on the passenger side and one on the driver side. Each team was responsible for stabilizing their side of the vehicle. Once the vehicle was stabilized, crews covered the patient inside with a blanket to keep them safe from debris. After the patient was secured, crews removed the windshield and other glass. Then, the roof and doors were removed to allow easy access to the patient. The dash of the car needed to be lifted to allow the patients legs to be free to move. Once this was complete, crews removed the back of the seat where the patient was sitting so the patient could be boarded and taken out through the back of the vehicle. All of the members in attendance were state certified Basic Vehicle Rescue Technicians including two members, Mike Magann and Adam Saylor who have just recently passed Basic Vehicle Rescue Technician class (48 hours of training). Stations 48, 33, 69 and Ambulance 144 also made the response. While en-route Chief 49 was advised by Chester County radio that the caller advised that the fire started in the chimney and had extended outside. Chief 49 arrived on scene and confirmed the report. Upon arrival of Engine 49 a supply line was laid and crews advanced an attack line inside the building. Simultaneously crew began to open up exterior walls. Upon arrival of Ladder 49 the house was laddered and crews went to the roof. The fire was quickly brought under control with the help of all responding stations. Unfortunately due to the soft terrain and warm weather several apparatus were stuck. According to neighbors in the area this is a common problem. Zynn Sr.. Mr. Zynn the father of Assistant Chief Bobby Zynn, died Friday evening at Hickory House Nursing Home surrounded by his family and friends. Mr. Zynn was the youngest member to join the fire company when it was founded in 1955. He was 16 years old when the founding members gathered at the site of what is currently Gary's Auto Body to discuss establishing a fire company. Mr. Zynn was a talented carpenter and built homes for Springton Manor Construction. Prior to getting into carpentry Mr. Zynn actually built fire trucks while working at National Foam in West Chester PA.. According to Mr. Zynn's wife Sandy, he was passionate about his job, and loved building the emergency vehicles. Mr. Zynn was married to his wife Sandy on August 25th, 1962. He was 21 years old and she was 19 years old. As part of their wedding, the members of the fire company made sure their transportation was on top of the hose bed of the fire truck. In addition to being a life member of East Brandywine Fire Company, Mr. Zynn was also one of the original members of the East Brandywine Hunt Club. Upon retiring Mr. Zynn enjoyed spending time with his wife and friends at their home in Ocean Cove, in Key Largo Florida. During the summer months however you could find Mr. Zynn at only one place, the East Brandywine Community Park. Mr. Zynn had a passion for caring for the grounds, and making sure it looked beautiful for the community. Mr. Zynn will be sadly missed! He gentle, kind, community minded spirit touched many lives. Mr. Zynn is survived by his loving wife Sandy. His Son, Assistant Chief Robert Zynn Jr. and his wife Kelly. His Daughter, Kimberly Jeffries and her husband Daniel. All to often organizations don't take a moment to celebrate their successes; instead they tend to focus only on their shortcomings. Although East Brandywine Fire Company has had a couple of bumps in the road this year, our successes far out weigh our failures. Our main goal through out 2011 was to deliver high quality emergency services, while continuing our community outreach and constructing a sustainable plan for the future. By all accounts we exceeded these expectations! The following are some of our highlights. The Executive Committee led by President Marc Crusemire has worked tirelessly to develop a budget and future needs assessment to ensure that East Brandywine Fire Company can continue function and provide high quality services. This project has been undertaken in conjunction with Volunteer Financial Services Inc.. We are currently working with the leadership of the various Townships to help us achieve this goal. Our Building Committee led by Deputy Chief Jim Witmer and Captain Bill Rees has developed preliminary plans and architectural renderings for a Station renovation. Although this project is in its infancy, the excitement is palpable regarding its impact. Not only would the renovation improve the firehouse quality of life, it would also serve as the cornerstone for the Village. Our Truck Committee led by Assistant Chief Bobby Zynn developed and finalized specifications for a new Pumper/Tanker. Foley Fire Apparatus was awarded the bid for a Seagrave. This Custom Fire Truck will have a six-man cab, 2,000 gpm pump, and 2,500 gallons of water. We are all looking forward to delivery sometime this coming summer. Our Quality of Service Committee led by Chief Joe Edwards and Battalion Chief Mikey Conlin has worked closely with Glen Moore Fire Company to continue our collegial relationship. In the near future exciting news regarding the companies' relationship will be forthcoming. Our community outreach has been unsurpassed! This past year the Volunteers at East Brandywine have accomplished the following: Held the most successful Kids Festival to date. Nearly 1,500 children attended the event. Also the addition of the evening fireworks and beach party were a huge success. Once again we served over 1,000 meals at our annual Chicken BBQ. Vice President John Williams led this event. According to most guests, it's the best Chicken they have ever tasted. Helped 15 children celebrate their birthday by hosting their individual parties in the Engine Room. This is yet another way volunteers on a Saturday or Sunday give of their time to fundraise and met the community. This project is spearheaded by Chief Edwards. Visited 4 Elementary Schools and 3 Nursery Schools during fire prevention week. This year Freddie and Sparky shared their fire prevention message with well over 2,000 kids. Hosted yet another successful Open House. East Brandywine volunteers love to open their doors to showcase the station. This year we played host to nearly 500 people. We honestly believe this is the communities station not ours. Provided a lecture on the "State of the Volunteer Fire Service" for Olivet United Methodist Church. Thanks to Leslie Edwards, Kelly Zynn, and Caitlin Thomas, our Breakfast Santa was a hit! Not only did attendees get served a great breakfast, but every child left with a small gift. This event continues under their guidance to be free of charge! Lieutenant Adam Edwards interviewed and was accepted as a member of HazMat 15 Firefighter Corey Mortzfield and Robbie Miller successfully tested on the Engine and are our newest Engineers One of our newest members, Colin Miller completed EMT training and successfully passed his State Exam. Firefighter Mike McGann and Firefighter Adam Saylor became Vehicle Rescue Technicians. Once again our main driver Asa "Skip" Vanlew blew away the competition making an unsurpassed 90% of the calls. Fire Police Lieutenant Jim Mostyn successfully ran Fire Police Operations when unexpectedly Fire Police Captain Mike Whiteman suffered a stroke. And Lastly special thanks to Luke and Jake Herring and their Mom Nan for keeping the fire station so clean! This is a two part course that trains firefighters to identify and act in a defensive matter when confronted with a hazardous materials situation. Wednesday evening's training was the practical, or "hands-on", portion of the refresher training. (Both stations completed the classroom session the previous week.) We were very fortunate to have the Chester County HAZMAT Team as our special guest. The HAZMAT Team members discussed their equipment and capabilities. To satisfy the refresher training, firefighters from Glen Moore and East Brandywine setup a decontamination line, a task the HAZMAT Team may ask the firefighters to perform in a real hazardous materials emergency. While charging the phone using the Apple provided computer connection, the phone spontaneously caught fire. After the phone fell to the floor igniting the carpet, the phone was thrown out a nearby window. Despite the phone being relatively small it produced a large volume of smoke and a noxious smell. At this point local Apple representatives could not determine what caused the phone to ignite. The phone is being sent to California so that Apple Engineers can investigate the cause. Upon arrival of Chief 49 a request was made to add a Medic as a result of a head injury. It appeared as though one of the fence rails penetrated the front window and struck the driver. The crew from Engine 49 provided medical assistance to the driver and removed debris from the roadway. Based on the size of the structure and the extensive involvement Chief Officers from Station 39 requested the working fire dispatch as well as a 2nd alarm assignment. Tanker 49 was initially due on the assignment as a result of the Chief Officers request. Shortly, after the Tanker made the response Chief 39 asked for two additional engines to assist on the call. Engine 49 responded as one of those engines requested. Personnel from East Brandywine and several other companies assisted Station 39 personnel with fire suppression activities. Our thoughts go out to the Homeowners who experienced such a devastating loss. The oil stretched almost three quarters of a mile through the Borough of Honey Brook. Traffic 49 responded minutes later with a crew of two. Once on scene, Traffic 49 was instructed to relieve Rescue 33 and close southbound Route 10 at Water Street to stop the oil being spread any further and prevent any possible accidents due to the extremely slick roadway. As PENNDOT arrived and put sand down to absorb the spilled oil, the roadway was gradually opened. Traffic 49 relocated multiple times to allow traffic to pass through the now-clean sections of roadway as soon as possible. The spill caused route 10 to remain closed for about an hour and a half until the road was safe for traffic again. Every year, the youngsters and their parents parade through the neighborhood on homemade floats pulled by lawn mowers. The parade ends with a Halloween party in the neighborhood. Martins Corner Fire Company and the Coatesville VA Fire Department were also on the assignment. Shortly after the initial dispatch Chester County Radio upgraded the response to the working fire dispatch based on information received. Additional companies brought in for water supply or suppression efforts included, Honey Brook, Westwood, Twin Valley, Glen Moore, and White Horse. Based on the volume of fire found upon arrival of the first in units, attack crews did an outstanding job of extinguishing the fire with minimal spread to the entire structure. While en-route to Morgantown, Ladder 49 was rerouted to Kimberton Station 61. This was as a result of multi-alarm fire in the Phoenixville area. Upon arrival at the station the Ladder crew was paired with an Engine crew from Ludwigs Corner Station 73. Within an hour of the standby both units were dispatched to Lionville for smoke in the building. Upon investigation Captain 47 upgraded the response to a working building fire. Ladder 49 took up position in the driveway and laddered the building. Crews from Stations 47,73,53,5, and 49 quickly contained the fire. As part of the Open House nearly 70 children participated in a Freddie the Fire Truck coloring contest. The kids ages ranged from 2 years old to 12 years old. The difficult task of picking winners was completed by a panel of Firefighters and Sparky. All of the Officers and Members of East Brandywine Fire Company would like to thank everyone who participated in the contest. Also, in attendance were our salesmen Bill Connolly and Rob Zelehoski from Foley Fire Apparatus. Following a tour of the plant the group sat down for a grueling review of every aspect of the truck. Over the course of two days multiple Engineers were on hand to help take our vision and make it a reality. By the end of our second day there is no doubt that the truck that has been created is going to serve our community well. The group wanted to express special thanks to both Foley Fire Apparatus and Seagrave for their hospitality during this trip. Lucas Herring is proof that it does. On Thursday evening at the East Brandywine Fire Company monthly meeting, Lucas was recognized for his hard work. President Crusemire and Chief Edwards gave Luke an official job shirt and hat. Luke was recognized for the outstanding job he does cleaning Fire Company twice a week. He, his Mother Nan, and his Support Person Darlene have saved the company countless dollars in cleaning costs. Luke is 16 and attends the CHAAMP (Communities Helping Adolescents with Autism Make Progress) program through the Chester County Intermediate Unit. The program uses the community as its classroom teaching the skills necessary to live an independent life. The Officers and Members appreciate Luke's hard work and dedication with keeping the Station clean. Also a special thanks goes out to Jake Herring who fills in for his brother on occasion.
